You can also try to force the upgrade via the upgrade tool. Double click your new shortcut to run it and check for updates. Type in ms-settings:windowsupdate in the box, hit next, type in "Windows Update" for the name, and next/complete. Make a shortcut on your desktop by right clicking, go to new, and shortcut. Regardless of your situation since you're using Ink and don't have that problem described, I would still update if you're not running 1903 for security and continued updates from Microsoft. The other user who had Windows Ink off could draw in other programs with pressure but not in Drawpile.
